Binyam Sisay Mendisu, Associate Director of The Africa Institute and Professor of African Languages and Linguistics, participated in the International Network for Governmental Science Advice (INGSA) fifth international conference themed, ‘The Transformation Imperative,’ held in Kigali, Rwanda, from April 30 to May 2, 2024.
Gathering participants from various sectors, including academia, policymaking, diplomacy, and the private sector, the conference aimed to address the complexities of science advice in policymaking, with a particular focus on inclusion and diversity.
Prof. Mendisu attended the conference as a member of the Governing Board of the network and served as a speaker and panel moderator on the second day. He currently holds the position of Vice President for Capacity Development in the Governing Board of INGSA, and his engagement in the network is closely linked to his work in evidence-informed policymaking in education and his role as a fellow of the International Science Council (ISC). He played a key role in reshaping capability development during the panel sessions titled ‘Advances in Capability Development for Science Advice – Frameworks and Tools,’ focusing on reframing capability development by presenting perspectives and experiences from the Global South
The panel addressed the growing demand to enhance capabilities in science advice practice, emphasizing the need to clarify competencies and tools within the field. Rather than focusing on specific implementation mechanics, the session explored higher-level rationales, approaches, and frameworks underpinning capability development.
Other panelists included Nataliia Sokolovska (Head of Research Programme: Knowledge & Society, The Humboldt Institute – Germany), Alma Cristal Hernández Mondragón (Researcher, CINVESTAV – Mexico), Shaheen Motala Timol (Academic and Quality Enhancement Manager, Middlesex University – Mauritius), Ian Wiggins (Director of International Affairs, The Royal Society – UK), and Kristiann Allen (Executive Secretary, INGSA – New Zealand).
Prof. Mendisu’s participation at INGSA2024 exemplifies the critical role of Africa in advancing science advice on a global scale. His insights and advocacy for inclusivity serve as valuable contributions to the ongoing dialogue on evidence-based policymaking.
